Government House,
Hongkong, 25th. September, 1903.
I have the honour to inform you that the
principal shipping firms in this Colony have requested the
Goverment to establish a light at Cap Shui un Pass which
is situated within the waters of this Colony and on the
direct route taken by vessels passing between this Port and
Canton. I forward a copy of their letter addressed to the
Government together with an extract from Captain Lloyd's
letter relative to the matter under consideration. Captain
Lloyd is the Master of one of the largest passenger steamers
plying between here and Canton and speaks on this matter with
considerable experience.
I recommend the proposal for your favour-
able consideration. An immense and increasing stream of traf-
fic is continually flowing through this pass and it is essen-
tial that any danger which might arise forminsufficient light-
ing should be avoided.

The class of light I propose to erect is
simple and inexpensive, consisting of two white lights
vertically above the other similar to a pattern already
-
used with success in other parts of the waters of the Colony.
The initial cost of the installation is estimated at $400,
THE RIGHT HONOURABLE
THE SECRETARY OF STATE FOR THE
COLONIES.
